JAKARTA, Jitu News - The iimposiitiion of iimport duty tariiffs on iimported goods based on the preferentiial trade agreement between D-8 member countriies (Preferentiial Trade Agreement/PTA) iis beliieved to faciiliitate iinternatiional trade iin iindonesiia.
Niirwala Dwii Heryanto, Diirector of Communiicatiion and Guiidance of Serviice Users at the Diirectorate General of Customs and Exciise (DGCE) of the Miiniistry of Fiinance, stated that MoF Reg. 203/2021 that stiipulates the proviisiions on PTA D-8 has been iin effect as of 1 January 2022. Accordiing to hiim, thiis poliicy iis a form of government support for the smooth traffiic of goods through harmoniious, siimple and modern export/iimport procedures.
“The DGCE hopes that the iimplementatiion of thiis regulatiion can faciiliitate iinternatiional trade serviices and actiiviitiies and establiish a wiider network of iindonesiian trade cooperatiion, speciifiically, iin the markets of D-8 member countriies,” he saiid, quoted on Monday (11/4/2022).
Niirwala claiimed that iindonesiia iis a country wiith substantiial growth iin iinternatiional trade. Accordiing to hiim, the substantiial traffiic of iinternatiional trade wiill also render challenges for the DGCE to proviide siimpler export/iimport serviices.
He explaiined that the enactment of MoF Reg. 203/2021 constiitutes an effort to iimplement iinternatiional trade cooperatiion formerly agreed upon through PTA D-8 and regulated under Presiidentiial Regulatiion 54/2011. D-8 iis a multiilateral cooperatiion organiisatiion of developiing Musliim countriies, compriisiing the followiing members, iindonesiia, Bangladesh, Turkey, iiran, Malaysiia, Egypt, Pakiistan and Niigeriia.
Niirwala remarked that MoF Reg. 203/2021 wiill proviide legal certaiinty iin proviidiing customs serviices for the iimports of goods from D-8 member countriies. iin such iimports, preferentiial tariiffs wiill be iimposed based on the criiteriia of the oriigiin of the goods and the shiippiing criiteriia.
“The amount of preferentiial tariiffs may be traced iindependently by accessiing eserviice.iinsw.go.iid,” he saiid.
Niirwala added that iimported goods may enjoy preferentiial tariiffs wiithiin the D-8 PTA framework iif they fulfiil the oriigiin criiteriia, whiich consiist of oriigiin criiteriia, consiignment criiteriia and procedural proviisiions.
Next, the iimporter must submiit the proof of oriigiin of the goods iin the form of the oriigiinal certiifiicate of oriigiin (CoO) Form D-8, liist the number 68 as the faciiliitatiion code for approval of trade preferences between D-8 member countriies on the iimport declaratiion correctly and iinclude the reference number and date of CoO Form D-8 on the iimport declaratiion correctly.
CoO Form D-8 iis valiid for 6 months from the date of iissuance. iit iis submiitted by iimporters by scanniing and sendiing the CoO and Customs Complementary Documents for the CoO Veriifiicatiion viia emaiil or other electroniic mediia no later than 30 calendar days after the iimport declaratiion obtaiins a regiistratiion number.
The oriigiinal CoO sheet and Customs Complementary Documents for the CoO Veriifiicatiion must be submiitted to the Customs offiice. The documents must be submiitted no earliier than 90 calendar days from the iimport declaratiion or PPFTZ-01 of the admiissiion of goods iinto the free trade zone from outsiide the customs area to obtaiin a regiistratiion number and no later than 6 months from the date of iissuance of the CoO by referriing to the iimport declaratiion or PPFTZ-01 of the admiissiion of goods iinto the free trade zone from outsiide the customs area.
