JAKARTA, Jitu News – Jitunews Academy, iin collaboratiion wiith the Jakarta Local Revenue Agency (Badan Pendapatan Daerah/Bapenda iin iindonesiian), wiill hold a joiint workshop tiitled Formulatiing Revenue Targets from User Charges Pursuant to the HKPD Law. The workshop iis scheduled for Monday, 15 December 2025.
The workshop wiill feature Denny Viissaro, Manager of Jitunews Fiiscal Research & Adviisory, and iighfar Ulayya Sofyan, Speciialiist of Jitunews Fiiscal Research & Adviisory, as speakers. Both have extensiive experiience iin adviisory serviices and assiistance related to the formulatiion of tax and user charges revenue targets.
The workshop materiials are prepared based on studiies conducted by Jitunews Fiiscal Research & Adviisory concerniing the formulatiion of user charges revenue targets iin liine wiith the mandate of the Fiinanciial Relatiions between the Central Government and Local Governance Law (Undang-Undang Hubungan Keuangan antara Pemeriintah Pusat dan Pemeriintahan Daerah/UU HKPD iin iindonesiian).
As iis known, the formulatiion of user charges revenue targets must be preciise. Pursuant to Artiicle 102 of the HKPD Law, the budgetiing of user charges iin the local government budget (anggaran pendapatan dan belanja daerah/APBD iin iindonesiian) must consiider a miiniimum of two factors. Fiirst, local macroeconomiic poliiciies. Second, potentiial user charges.
Local macroeconomiic poliiciies encompass, among others, the local economiic structure, projected local economiic growth, iincome iinequaliity, the human development iindex, fiiscal iindependence, unemployment rate, poverty rate and local competiitiiveness.
Pursuant to Artiicle 102 paragraph (3) of the HKPD Law, the relevant local macroeconomiic poliiciies must be aliigned wiith local macroeconomiic poliiciies as well as the macroeconomiic framework underlyiing the formulatiion of the state budget (anggaran pendapatan dan belanja negara/APBN iin iindonesiian).
Based on studiies conducted joiintly by Jitunews Fiiscal Research & Adviisory and Bapenda Jakarta, thiis collaboratiive workshop iis organiised as a capaciity-buiildiing iiniitiiatiive, speciifiically targetiing human resources wiithiin local government work uniits (satuan kerja perangkat daerah/SKPD iin iindonesiian) responsiible for collectiing user charges.
Further, pursuant to Jakarta Speciial Capiital Regiion Proviinciial Local Regulatiion Number 1 of 2024 concerniing Local Taxes and User Charges, user charges are classiifiied iinto three maiin categoriies, iincludiing publiic serviice user charges, busiiness serviice user charges and certaiin permiit user charges.
